The Global Fund Technical Evaluation Reference Group (TERG) is an expert group responsible for independent evaluation, advice and learning, reporting directly to the Global Fund Board and its Strategy Committee. The TERG has conducted a number of thematic reviews and the Strategic Review 2015, informing the development of the Global Fund strategy 2017-2022.
The TERG is currently looking for multiple, senior and accomplished evaluators with significant relevant expertise and experience to expand its membership and to replace out-going members.
Completed Expression of Interest forms together with an up-to-date CV should be sent to TERG2@theglobalfund.org by 5pm 5 July 2016 (Geneva time).
In addition to seeking new members that have strong expertise in evaluation of one or more of the three diseases, they are also seeking people with experience/expertise in systems for health; health economics; health policy (transition from donor supports); Challenging Operating Environments; human rights and gender; and evaluation methodology. Individuals who can demonstrate ‘horizontal thinking’ beyond their core domain will be of particular interest and be prioritised for membership. Experience in M&E, especially evaluation, in implementing countries is essential, and familiarity to one or more of the three diseases is of strong advantage. Experts from implementing countries and women are particularly encouraged to express their interest in serving on the TERG to ensure geographical and gender balances.

A slight revision of the TERG Terms of Reference has just been approved to reflect a new TERG multi-year approach to evaluation, including possible country evaluations, and increased workload, which will be available in next days; the profile of TERG members has not been changed significantly.
