The Senior Technical Coordinator, Adolescent Girls and Young Women (AGYW) leads the Secretariat’s work to meet the corporate indicator on decreasing HIV incidence for females 15-24 by 58% in 13 countries. This entails extensive collaboration with the Grants Management Division as well as provision of high level leadership and coordination on the organizational AGYW strategy, and high-level partnership management on the AGYW portfolio.

Coordinating closely with the Senior Technical Coordinator, Community, Rights and Gender (CRG) Investment Support and the Grants Management Division, they will report to the Head of Department, CRG and lead on the organization’s accountability on AGYW to the Global Fund’s governance structures, including the Management Executive Committee and the Board. They will work with teams across the Secretariat to ensure scaled up, impactful investments on AGYW in NFM3, alignment and clarity on division of labor and course correction through continuous assessment and learning.  They will represent the Global Fund in technical and political related fora on AGYW, and ensure liaison with community, civil society, government, technical and other partners in the execution of the AGYW portfolios.

Key Responsibilities

Perform the following duties under the prioritization, supervision and direction of the Head of Department, CRG and in collaboration with other teams and departments across the Secretariat:

  • Supports the scaling up of quality, impactful investments in AGYW programming for the current funding cycle, including through coordination with PEPFAR DREAMS
  • Provides thought leadership and expert advice on a coordinated, streamlined and effective organizational strategy to meet the AGYW target
  • Supports CRG Technical Advisors on AGYW expertise and coordination for their investment support with the Grant Management Division as regional focal points to the grant life cycle, with special focus on the 13 countries
  • Ensures timely, accurate and concise reporting on KPI 8 and the broader AGYW portfolio to Executive Management Committee, and relevant Board committees
  • Builds and sustains collaborative relationships between the Global Fund and technical, civil society and private sector partners on AGYW, including representing the Global Fund in meetings related to AGYW at global and regional levels
  • Documents challenges, best practices and success stories in the implementation of AGYW programmes across the 13 countries
  • Assists in the mobilization and coordination of technical assistance to support grant implementation on AGYW programs
  • Works with the CRG Strategic Initiative to ensure the coordination between the HER Voice Fund and the Global Fund grant processes
  • Facilitates and convenes internal coordination and learning meetings at a regular basis to ensure effective investment strategies and implementation
  • Contributes to fostering collaborative technical relationships on AGYW with external partners of the global level to ensure the prompt interpretation of new knowledge on and normative guidance as relevant to Global Fund grants.
  • Contributes to the development of regular Global Fund reports, publications, press releases and other advocacy or information materials, as necessary
  • Represents the Global Fund in technical and political related fora on AGYW
  • Coordinates effective and efficient partnerships with community, civil society, government, technical and other partners in the execution of the AGYW portfolios
  • Perform other duties consistent with the role and grade as required

Essential: A university degree in social sciences or public health with clear focus on gender or women’s health issues
Desirable: Qualification in the field of gender, public health, development or other relevant fields



  • Experience managing complex political and programmatic programs requiring a high level of coordination and stakeholder management
  • Policy and program experience at the international level in the areas of gender, HIV prevention and/or adolescent health
  • Proven experience with designing and implementing programs in-country, particularly as relates to addressing HIV risks in adolescents
  • Experience in working with community organizations in research or advocacy, with a strong understanding of the research domain as pertains to adolescent health, HIV, human rights and gender
  • An understanding of the intersection between health and gender.


  • Over 10 years’ experience at the international level in the area of gender in the context of public health policy;
  • Knowledge of human rights and key populations in relation to HIV;
  • Sound knowledge of Global Fund and its policies, processes and its governance structure.


Languages: An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset
