The Stop TB Partnership is calling on TB affected communities and representatives of vulnerable groups to ensure strong participation and engagement in the Global Fund processes and stands by ready to provide financial support through the Partnership’s Technical Cooperation (TC) platform.
Ambitious national strategic plans and robust Global Fund concept notes will lead to better diagnosis, treatment and provision of care to people affected by TB. In May 2014, the Stop TB Partnership entered into a TC agreement with the Global Fund to support demand-based technical assistance to countries as they develop their concept notes under the new funding model grant process. Through this agreement, the Partnership provides support to countries that go through the pre-Technical Review Panel (TRP) stages of the new funding model grant process in 2014 and 2015.
The Stop TB Partnership invests significant parts of its efforts to work with the largest international donor for TB – the Global Fund to Fight AIDS, Tuberculosis and Malaria provides almost 80% of the external funding for TB globally. The Partnership’s essential work with the Global Fund is to ensure that the voice of TB communities is heard in these processes and that the TB Global Fund Concept Notes are ensuring the maximum impact.
Currently in the second year of the agreement, this work is the continuation of a global effort in ensuring that regional and country based communities, vulnerable groups and people affected by TB participate and engage in the Global Fund processes as part of the new funding model.
The list of countries that are eligible to apply include those that are in the pre-TRP stage of their Global Fund application, and are expected to submit concept notes in April and July 2015: Angola, Belarus, Benin, Bolivia, Central African Republic, Congo, Côte d’Ivoire, Dominican Republic, Egypt, El Salvador, Gabon, Georgia, Guatemala, Guinea, Guinea-Bissau, Guyana, Honduras, Indonesia, Kosovo, Lesotho, Liberia, Madagascar, Mali, Mauritania, Mongolia, Nepal, Nicaragua, Niger, Palestine, Paraguay, Peru, Senegal, Sierra Leone, Somalia, South Africa, Syrian Arab Republic, Timor-Leste, Turkmenistan and Yemen.
TB affected communities, including vulnerable groups can request financial support for the following:
- Engaging TB Communities to participate in TB programme reviews to ensure that TB reviews adequately address Community, Gender, Human Rights and other Key Affected Population matters
- Activities to ensure robust integration of Community Systems Strengthening activities and services in TB or TB/HIV National Strategic Plans (NSP) and Global Fund Concept Notes
- Activities to ensure robust integration of Gender, Human Rights and Key Affected Population perspectives and programming in TB or TB/HIV Concept Notes
- Stakeholder consultation among TB community representatives to ensure meaningful engagement in the country dialogue process including Country Dialogue, Pre-Assessment, NSP development and review and Concept Note development and review
